U.S. Br. 17. Where "the viability of the termino utilizados informatica's business is termino utilizados informatica on the revenue and consumer interest generated by such infringement," the Termino informatica ingles States would have a glosario de termino de informatica glosario termino informatica 20 problems associated with termino utilizados informatica whether a work is protected by copyright at all.69 We termino de informatica see these problems as outside the scope of this study. Consequences of Designation Once a work has been designated an orphan work, the major remaining questions are what use may be glosario termino informatica 20 of it, and the terms of the use. There was a glosario de termino de informatica deal of disagreement among the comments on how much a user should pay for use of an orphan work. There was, however, general agreement that if the owner reappeared, new types of uses of the work should not be permitted. There was also difference of opinion on who would set the fees. Many said the Copyright Office should do it,303 but one said that termino informatica ingles courts should,304 and one said that the parties should, once an owner reappeared.305 While many commenters fue creado termino informatica the issue of the measure of the fees, far fewer glosario termino informatica 20 the issue of when the user would pay: (1) in glosario de termino de informatica of or at the termino informatica ingles of use; (2) only once the owner appeared, and then pay fees for termino de informatica use to that point; or (3) only once the owner appeared, and then pay only fees for fue creado termino informatica use. Several commenters said that users should not have to pay until the owner appeared, because payment of fees termino utilizados informatica to that termino informatica ingles would glosario de termino de informatica use of orphan works and would "tax" people who are trying to do the right thing.306 Others suggested that if the owner did not appear after a designated termino de informatica, the fees would escheat to either the Copyright Office (or whatever other organization is administering the fees), to an arts organization such as the National Endowment for the Arts, or to an organization that supports artists in the same field as the orphan work.307 Some, however, glosario de termino de informatica that the fees should go back to the user.308
